The project attempted to identify agents useful during interrogation. The project included (But was not limted to) Anabasis aphylla (an alkaloid), scopolamine and mescaline.

Operation MOCKINGBIRD — CIA recruitment of American news organizations and journalists to accomplish mass mind contyrol via propaganda. Headed by Frank Wisner, Allan Dulles, Richard Helms and Philip Graham. Graham is publisher of The Washington Post, which becomes a major CIA player. Eventually, the CIA’s media assets will include ABC, NBC, CBS, Time, Newsweek, Associated Press, United Press International, Reuters, Hearst Newspapers, Scripps-Howard, Copley News Service and more. By the CIA’s own admission, at least 25 organizations and 400 journalists will become CIA assets.


Operation CHAOS — Operation CHAOS, signed by President Lyndon B. Johnson allowed CIA agents go undercover as student radicals to spy on and disrupt campus organizations protesting the Vietnam War. Supposedly searching for Russian instigators (Never found) CHAOS will eventually spy on 7,000 individuals and 1,000 organizations, utilizing the information for later experiments in domestic mind control and harassment programs.



MK-DELTA 1950-1970s
MKDELTA, like its successor MKNAOMI, was a mind control operation run by the Central Intelligence Agency. It involved the use of biochemicals in clandestine operations.
According to the Church Committee report (Book I, Chapter XVII):
A special procedure, designated MKDELTA, was established to govern the use of MKULTRA materials abroad. Such materials were used on a number of occasions. Because MKULTRA records were destroyed, it is impossible to reconstruct the operational use of MKULTRA materials by the CIA overseas; it has been determined that the use of these materials abroad began in 1953, and possibly as early as 1950. Drugs were used primarily as an aid to interrogations, but MKULTRA/MKDELTA materials were also used for harassment, discrediting, or disabling purposes.

Initiated in response to early Soviet wireless signals
Project PANDORA was to include a number of parallel projects, such as Projects TUMS, MUTS, and BAZAR, involving the CIA, Advanced Research Project Agency (ARPA), the State Department, the Navy and the Army. They were tasked to study the effects of the emitted Soviet microwaves on animals and humans. In April 1976 the Secretary of State Henry Kissinger sent the following telegram to the U.S. Embassy in Moscow which summarized the conclusions of the study of the Moscow signal.

a classified military, intelligence, and security program designed by the Central Intelligence Agency (CIA) for use in the Vietnam Conflict. In operation between 1967 and 1972, but similar efforts existed both before and after this. The program was designed to identify and "neutralize" (via infiltration, capture, or assassination) the civilian infrastructure supporting the National Front for the Liberation of South Vietnam insurgency. Has morphed into gang stalking and mobbing in the United States by deputized operatives of government agencies.

Method of and apparatus for inducing desired states of consciousness

Abstract

Improved methods and apparatus for entraining human brain patterns, employing frequency following response (FFR) techniques, facilitate attainment of desired states of consciousness. In one embodiment, a plurality of electroencephalogram (EEG) waveforms, characteristic of a given state of consciousness, are combined to yield an EEG waveform to which subjects may be susceptible more readily. In another embodiment, sleep patterns are reproduced based on observed brain patterns during portions of a sleep cycle; entrainment principles are applied to induce sleep. In yet another embodiment, entrainment principles are applied in the work environment, to induce and maintain a desired level of consciousness. A portable device also is described.

BACKGROUND OF THE INVENTION

1. Field of the Invention

The present invention relates to an improved method of inducing desired states of consciousness, including different levels of sleep, in human beings, using a technique known as frequency following response (FFR), developed by the present inventor. The invention also relates to apparatus for performing the method. A number of areas of applicability of the invention are described, in accordance with different preferred embodiments.

2. Description of the Background Art

In a prior patent, U.S. Pat. No. 3,884,218, the present inventor described a method of inducing different levels of sleep, using the FFR technique, in which brain waves could be made to follow superimposed frequency patterns. These frequency patterns were provided as sine waves, at frequencies known to correspond to different levels of sleep, such as alpha (exhibiting brain wave activity in the range of 8-12 Hz), theta (6-8 Hz), and delta (1-4 Hz). EEGs exhibiting frequencies between 12 and 30 Hz (known as a beta range) are characteristic of awake individuals, though beta activity at even higher frequencies has been observed in different types of mental activities. Gamma activity has been characterized as all activity above 30 Hz; until recently, it has not been possible to monitor brain activity in the gamma range. (It should be noted that the boundaries between gamma and beta, beta and alpha, alpha and theta, and theta and delta are somewhat arbitrary; the foregoing delineations are intended to be exemplary and not limiting.)

The present inventor discovered that the human brain could be entrained to output brain wave patterns these different frequencies. While frequencies corresponding to these different levels of sleep are not audible, by superimposing those frequencies on some type of sound, such as music, it was determined to be possible to induce desired levels of sleep. The individual listening to the music would "hear" the low frequencies, with the desired effect on brain activity. ...

Abstract ~ A device for enhancing lucidity in the dream state of an
individual. The device includes electronic circuitry incorporated into a
headband for the user to wear while sleeping. The circuitry includes a
detector for fitting adjacent to the eye of the sleeping individual, for
detecting Rapid Eye Movement (REM), which occurs during the dream state. The
detector emits a signal that is evaluated by additional circuitry to
determine whether or not REM sleep is occurring. If REM sleep is occurring,
a signal is generated to operate a recorded, which typically plays
prerecorded messages through the headphones engaging the ear of the sleeping
individual.

a weak electromagnetic field about a grounded electrode by the application

0.5K and 10K pulses per second to a power electrode, the power electrode and
grounded electrode being coupled to high voltage pulse generation means. A
subject is positioned within the weak electromagnetic field for a period of

Abstract: A random signal generator outputs a random noise signal to a band
pass filter which selectively passes frequency components in the frequency
range of a desired brain wave from a subject. The output of the band pass
filter is supplied to an automatic level controller. The automatic level
controller sets the output of band pass filter to a predetermined amplitude.
Then, the output of the automatic level controller is fed to a stimulating
light generator, which converts the output of the automatic level controller
into a light signal for stimulating the subject in order to induce the
desired brain wave from the subject. The light signal is then emitted into
the subject's eyes.

be used to control computerized machinery from a video display by ocular
gaze point of regard alone, by determining which visual cue the viewer is
looking at and then using the estimation of the task-related selection as a
selector switch.

Method of and apparatus for inducing desired states of consciousness

Abstract

Improved methods and apparatus for entraining human brain patterns, employing frequency following response (FFR) techniques, facilitate attainment of desired states of consciousness. In one embodiment, a plurality of electroencephalogram (EEG) waveforms, characteristic of a given state of consciousness, are combined to yield an EEG waveform to which subjects may be susceptible more readily. In another embodiment, sleep patterns are reproduced based on observed brain patterns during portions of a sleep cycle; entrainment principles are applied to induce sleep. In yet another embodiment, entrainment principles are applied in the work environment, to induce and maintain a desired level of consciousness. A portable device also is described.

US PATENT 5,270,800 --SUBLIMINAL MESSAGE GENERATOR--A combined subliminal and supraliminal message generator for use with a television receiver permits complete control of subliminal messages and their manner of presentation. A video synchronization detector enables a video display generator to generate a video message signal corresponding to a received alphanumeric text message in synchronism with a received television signal. A video mixer selects either the received video signal or the video message signal for output. The messages produced by the video message generator are user selectable via a keyboard input. A message memory stores a plurality of alphanumeric text messages specified by user commands for use as subliminal messages. This message memory preferably includes a read only memory storing predetermined sets of alphanumeric text messages directed to differing topics. The sets of predetermined alphanumeric text messages preferably include several positive affirmations directed to the left brain and an equal number of positive affirmations directed to the right brain that are alternately presented subliminally. The left brain messages are presented in a linear text mode, while the right brain messages are presented in a three dimensional perspective mode. The user can control the length and spacing of the subliminal presentations to accommodate differing conscious thresholds. Alternative embodiments include a combined cable television converter and subliminal message generator, a combine television receiver and subliminal message generator and a computer capable of presenting subliminal messages. US PATENT 4,877,027--HEARING SYSTEM --Sound is induced in the head of a person by radiating the head with microwaves in the range of 100 megahertz to 10,000 megahertz that are modulated with a particular waveform. The waveform consists of frequency modulated bursts. Each burst is made up of ten to twenty uniformly spaced pulses grouped tightly together. The burst width is between 500 nanoseconds and 100 microseconds. The pulse width is in the range of 10 nanoseconds to 1 microsecond. The bursts are frequency modulated by the audio input to create the sensation of hearing in the person whose head is irradiated.
 
US PATENT 6,011,991--COMMUNICATION SYSTEM AND METHOD INCLUDING BRAIN WAVE ANALYSIS AND/OR USE OF BRAIN ACTIVITY--A system and method for enabling human beings to communicate by way of their monitored brain activity. The brain activity of an individual is monitored and transmitted to a remote location (e.g. by satellite). At the remote location, the monitored brain activity is compared with pre-recorded normalized brain activity curves, waveforms, or patterns to determine if a match or substantial match is found. If such a match is found, then the computer at the remote location determines that the individual was attempting to communicate the word, phrase, or thought corresponding to the matched stored normalized signal.
 
US PATENT 4,858,612 - HEARING DEVICE --A method and apparatus for simulation of hearing in mammals by introduction of a plurality of microwaves into the region of the auditory cortex is shown and described. A microphone is used to transform sound signals into electrical signals which are in turn analyzed and processed to provide controls for generating a plurality of microwave signals at different frequencies. The multifrequency microwaves are then applied to the brain in the region of the auditory cortex. By this method sounds are perceived by the mammal which are representative of the original sound received by the microphone.
 
US PATENT 3,951,134 - APPARATUS AND METHOD FOR REMOTELY MONITORING AND ALTERING BRAIN WAVES--Apparatus for and method of sensing brain waves at a position remote from a subject whereby electromagnetic signals of different frequencies are simultaneously transmitted to the brain of the subject in which the signals interfere with one another to yield a waveform which is modulated by the subject's brain waves. The interference waveform which is representative of the brain wave activity is re-transmitted by the brain to a receiver where it is demodulated and amplified. The demodulated waveform is then displayed for visual viewing and routed to a computer for further processing and analysis. The demodulated waveform also can be used to produce a compensating signal which is transmitted back to the brain to effect a desired change in electrical activity therein.

Once verified, the seller may be authorized to debit the buyer's electronic bank account in order to consummate the transaction. The seller's electronic bank account may be similarly updated.

The implanted transmitter may be remotely actuated, or actuated by the implantee. Power for the remote-activated receiver is generated electromechanically through the movement of body muscle. The device is small enough to be implanted in a child, facilitating use as a safeguard against kidnapping, and has a transmission range which also makes it suitable for wilderness sporting activities. A novel biological monitoring feature allows the device to be used to facilitate prompt medical dispatch in the event of heart attack or similar medical emergency. A novel sensation-feedback feature allows the implantee to control and actuate the device with certainty.

The 1/2 Hz sensory resonance affects the autonomic nervous system and may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used. The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, and disorientation. For these effects to occur, the acoustic intensity must lie in a certain deeply subliminal range. Suitable apparatus consists of a portable battery-powered source of weak subaudio acoustic radiation. There is further application as a nonlethal weapon that can be used in law enforcement standoff situations, for causing drowsiness and disorientation in targeted subjects. It is then preferable to use venting acoustic monopoles in the form of a device that inhales and exhales air with subaudio frequency.

Thermal excitation of sensory resonances
Abstract
In man, autonomic and cortical resonances of the nervous system can be
excited by inducing subliminal heat pulses in the skin by means of a
resistive heat patch, laser, heat lamp, or microwave radiation, or through
a slow air jet that carries a small periodic fluctuation in temperature.
Deeply subliminal skin temperature oscillations of frequency near 1/2 Hz
induced in a subject by any of these means cause sleepiness, drowziness,
relaxation, a tonic smile, ptosis of the eyelids, a tense feeling, sudden
loose stool, or sexual excitement, depending on the precise pulse frequency
used. For certain higher frequencies, the induced subliminal skin
temperature oscillations cause fractured thought and a slowing of certain
cortical processes. The method and apparatus can be used by the general
public as an aid to relaxation, sleep, or arousal, and clinically for the
control and perhaps treatment of tremors, seizures, and emotional disorders=

There is further application in the form of nonlethal weapons, involving a
pulsed infrared laser or a pulsed microwave beam, tuned to a sensory

MICROCHIP IMPLANTS, MINDCONTROL AND CYBERNETICS

In 1948 Norbert Weiner published a book, CYBERNETICS, defined as a neurological communication and control theory already in use in small circles at that time. Yoneji Masuda, "Father of Information Society," stated his concern in 1980 that our liberty is threatened Orwellian-style by cybernetic technology totally unknown to most people. This technology links the brains of people via implanted microchips to satellites controlled by ground-based super-computers.
 
The first brain implants were surgically inserted in 1874 in the state of Ohio, U.S.A., and also in Stockholm, Sweden. Brain electrodes were inserted into the skulls of babies in 1946 without the knowledge of their parents. In the 50's and 60's, electrical implants were inserted into the brains of animals and humans, especially in the U.S., during research into behavior modification, and brain and body functioning. Mind control (MC) methods were used in attempt to change human behavior and attitudes. Influencing brain functions became an important goal of military and intelligence services.
 
Thirty years ago brain implants showed up in xrays the size of one centimeter. Subsequent implants shrunk to the size of a grain of rice. They were made of silicon, later still of gallium arsenide. Today they are small enough to be inserted into the neck or back, and also intraven-ously in different parts of the body during surgical operations, with or without the consent of the subject. It is now almost impossible to detect or remove them.
 
It is technically possible for every newborn to be injected with a micro-chip, which could then function to identify the person for the rest of his or her life. Such plans are secretly being discussed in the U.S. without any public airing of the privacy issues involved. In Sweden, Prime Minister Olof Palme gave permission in 1973 to implant prisoners, and Data Inspection's ex-Director General Jan Freese revealed that nursing-home patients were implanted in the mid- 1980's. The technology is revealed in the 1972:47 Swedish state report, STATENS OFFICIELLA UTRADNINGER (SOU).
 
Implanted human beings can be followed anywhere. Their brain functions can then be remotely monitored by supercomputers and even altered through the changing of frequencies. Guinea-pigs in secret experiments have in-cluded prisoners, soldiers, mental patients, handicapped children, deaf and blind people, homosexuals, single women, the elderly, school children and any group of people considered "marginal" by the elite experimenters. The published experiences of prisoners in Utah State Prison, for example, are shocking to the conscience.
 
Today's microchips operate by means of low-frequency radio waves that target them. With the help of satellites, the implanted person can be tracked anywhere on the globe. Such a technique was among a number tested in the Iraq war, according to Dr. Carl Sanders, who invented the intell-igence-manned interface (IMI) biotic, which is injected into people. (Earlier during the Vietnam War, soldiers were injected with the Rambo chip, designed to increase adrenaline flow into the bloodstream.) The U.S. National Security Agency's (NSA) 20 billion bits/second supercomputers could now "see and hear" what soldiers experience in the battlefield with a remote monitoring system (RMS).
 
When a 5-micromillimeter microchip (the diameter of a strand of hair is 50 micromillometers) is placed into optical nerve of the eye, it draws neuroimpulses from the brain that embody the experiences, smells, sights and voice of the implanted person. Once transferred and stored in a computer, these neuroimpulses can be projected back to the person's brain via the microchip to be re-experienced. Using a RMS, a land-based computer operator can send electromagnetic messages (encoded as signals) to the nervous system, affecting the target's performance. With RMS, healthy persons can be induced to see hallucinations and to hear voices in their heads.
 
Every thought, reaction, hearing and visual observation causes a certain neurological potential, spikes, and patterns in the brain and its elect- romagnetic fields, which can now be decoded into thoughts, pictures and voices. Electromagnetic stimulation can therefore change a person's brainwaves and affect muscular activity, causing painful muscular cramps experienced as torture.
 
The NSA's electronic surveillance system can simultaneously follow and handle millions of people. Each of us has a unique bioelectrical reson- ance frequency in the brain, just like we have unique fingerprints. With electro-magnetic frequency (EMF) brain stimulation fully coded, pulsating electromagnetic signals can be sent to the brain, causing the desired voice and visual effects to be experienced by the target. This is a form of electronic warfare. U.S. astronauts were implanted before they were sent into space so their thoughts could be followed and all their emotions could be registered 24 hours a day.
 
The Washington Post reported in in May 1995 that Prince William of Great Britain was implanted at the age of 12. Thus, if he were ever kidnapped, a radiowave with a specific frequency could be targeted to his microchip. The chips signal would be routed through a satellite to the computer screen of police headquarters, where the Princes movements could be followed. He could actually be located anywhere on the globe.
 
The mass media have not reported that an implanted person's privacy van- ishes for the rest of his or her life. S/he can be manipulated in many ways. Using different frequencies, the secret controller of this equip- ment can even change a person's emotional life. S/he can be made aggress- ive or lethargic. Sexuality can be artificially influenced. Thought sig-nals and subconscious thinking can be read, dreams affected and even induced, all without the knowledge or consent of the implanted person.
 
A perfect cyber-soldier can thus be created. This secret technology has been used by military forces in certain NATO countries since the 1980's without civilian and academic populations having heard anything about it. Thus, little information about such invasive mind-control systems is available in professional and academic journals.
 
The NSA's Signals Intelligence can remotely monitor information from human brains by decoding the evoked potentials (3.50HZ, 5 milliwatt) emitted by the brain. Prisoner experimentees in both Gothenburg, Sweden and Vienna, Austria have been found to have [missing word] brain lesions. Diminished blood circulation and lack of oxygen in the right temporal frontal lobes result where brain implants are usually operative. A Finnish experimentee experienced brain atrophy and intermittent attacks of unconsciousness due to lack of oxygen.
 
Mind control techniques can be used for political purposes. The goal of mind controllers today is to induce the targeted persons or groups to act against his or her own convictions and best interests. Zombified individ-uals can even be programmed to murder and remember nothing of their crime afterward. Alarming examples of this phenomenon can be found in the U.S.
 
This silent war is being conducted against unknowing civilians and sold-iers by military and intelligence agencies. Since 1980 electronic stim- ulation of the brain (ESB) has been secretly used to control people tar-geted without their knowledge or consent. All international human rights agreements forbid nonconsensual manipulation of human beings even in pri-sons, not to speak of civilian populations. Under an initiative of U.S. Senator John Glenn, discussions commenced in January 1997 about the dan-gers of radiating civilian populations. Targeting peoples brain functions with electromagnetic fields and beams (from helicopters and airplanes, satellites, from parked white vans, neighboring houses, telephone poles, electrical appliances, mobil phones, TV, radio, etc.), is part of the radiation problem that should be addressed in democratically elected government bodies.
 
In addition to electronic MC, chemical methods have also been developed. Mind-altering drugs and different smelling gasses affecting brain function negatively can be injected into air ducts or water pipes. Also, bacteria and viruses have been tested this way in several countries.
 
Today's supertechnology, connecting our brain functions via microchips (or even without them, according to the latest technology) to computers via satellites in the U.S. or Israel, poses the gravest threat to human-ity. The latest supercomputers are powerful enough to monitor the whole worlds population. What will happen when people are tempted by false premises to allow microchips into their bodies? One lure will be a micro-chip identity card. Compulsory legislation has even been secretly pro-posed in the U.S. to criminalize removal of an ID implant.
 
Are we ready for the robotization of mankind and the total elimination of privacy, including freedom of thought? How many of us would want to cede our entire life, including our most secret thoughts, to Big Brother? Yet the technology exists to create a totalitarian "New World Order." Covert neurological communication systems are in place to counteract independent thinking and to control social and political activity on behalf of self-serving private and military interests.
 
When our brain functions are already is connected to supercomputers by means of radio implants and microchips, it will be too late for protest. This threat can be defeated only by educating the public, using available literature on biotelemetry and information exchanged at international congresses.
 
One reason this technology has remained a state secret is the widespread prestige of the psychiatric DIAGNOSTIC STATISTICAL MANUAL IV produced by the U.S. American Psychiatric Association (APA), and printed in 18 lan-guages. Psychiatrists working for U.S. intelligence agencies no doubt participated in writing and revising this manual. This psychiatric "bible" covers up the secret development of MC technologies by labelling some of their effects as symptoms of paranoid schizophrenia.
 
Victims of mind control experimentation are thus routinely diagnosed, knee-jerk fashion, as mentally ill by doctors who learned the DSM symptom list in medical school. Physicians have not been schooled that patients may be telling the truth when they report being targeted against their will or being used as guinea pigs for electronic, chemical and bacteriological forms of psychological warfare.

Helsingin Sanomat, the largest newspaper in Scandinavia, wrote in the September 9, 1999 issue that Scientific American magazine estimates that after the Millenium perhaps ALL people will be implanted with a "DNA microchip".
 
How many people realize what it actually means? Total loss of privacy and total outside control of the person's physical body functions, men-tal, emotional and thought processes, including the implanted person's subconscious and dreams! For the rest of his life!
 
It sounds like science fiction but it is secret military and intelligence agencies' mind control technology, which has been experimented with for almost half a century. Totally without the knowledge of the general public and even the general academic population.
 
Supercomputers in Maryland, Israel and elsewhere with a speed of over 20 BILLION bits/sec can monitor millions of people simultaneously. In fact, the whole world population can be totally controlled by these secret brain-computer interactions, however unbelievable it sounds for the uninformed.
 
Human thought has a speed of 5,000 bits/sec and everyone understands that our brain cannot compete with supercomputers acting via satellites, implants, local facilities, scalar or other forms of biotelemetry.
 
Each brain has a unique set of bioelectric resonance/entrainment characteristics. Remote neural monitoring systems with supercomputers can send messages through an implanted person's nervous system and affect their performance in any way desired. They can of course be tracked and identified anywhere.
 
Neuro-electromagnetic involuntary human experimentation has been going on with the so-called "vulnerable population" for about 50 years, in the name of "science" or "national security" in the worst Nazi-type testing, contrary to all human rights. Physical and psychological torture of mind control victims today is like the worst horror movies. Only, unlike the horror movies, it is true.
 
It happens today in the USA, Japan, and Europe. With few exceptions, the mass media suppresses all information about the entire topic.
 
Mind control technology in the USA is classified under "non-lethal" weaponry. The name is totally misleading because the technology used IS lethal, but death comes slowly in the form of "normal" illnesses, like cancer, leukemia, heart attacks, Alzheimer's disease with loss of short term memory first. No wonder these illnesses have increased all over the world.
 
When the use of electromagnetic fields, extra-low (ELF) and ultra-low (ULF) frequencies and microwaves aimed deliberately at certain individ-uals, groups, and even the general population to cause diseases, disori-entation, chaos and physical and emotional pain breaks into the awareness of the general population, a public outcry is inevitable.

Who is behind a sinister plan to microchip and control and torture the general population?

The Patent Office of the U.S.A. has granted patents for purposes of mental monitoring and mind alteration.
 
Apparatus and method for remotely monitoring and altering brainwaves, methods for inducing mental, emotional and physical states of conscious- ness, in human beings. Method of and apparatus for desired states of consciousness are among some of them.
 
People who have been implanted, involuntarily or through deception vol- untarily have become bilogical robots and guinea pigs for this activity under the guise of national security.
 
The real consequences of microchip implantation (or with today's advanced hidden technology, using only microwave radiation for mind control,) are totally hidden from the public. How many know the real dangers of mic- rowaves through mobile phones?
 
How many believe the disinformation that microwave radiation is not causing health problems? The economic issues in the mobile phone industry are enormous. Therefore health issues are deliberately brushed aside.
 
However, the same thing is inevitable in the future as with the tobacco industry. When economic compensation for health damages becomes big enough, as in the tobacco industry, health hazards will be admitted and users are then responsible for their tobacco-related illnesses.
 
Today, already about 50% of Finns, Swedes and Norwegians use mobile phones, especially the young population.
 
Mobile phones used in mind control was a brilliant idea. Military and police agencies can follow every user, influence their thoughts through microwaves, cause healthy people to hear voices in their heads and if needed burn their brains in a second by increasing the current 20,000 times.
 
That probably happened to Chechnyan leader General Dudayev who died talking to a mobile phone.
 
Heating effect of tissues with the speed of light is a known effect of high power microwave and electromagnetic pulse weapons.
 
According to Navy studies they also cause fatigue states, depression, insomnia, aggressiveness, long and especially short term memory loss, short catatonic states, cataracts, leukemia, cancer, heart attacks, brain tumors and so forth.
 
Alteration of behavior and attitudes hs been demonstrated as well.
 
Dr. Ross Adey has found out that by using 0.75 milliwatts per square centimeter intensity of pulse modulated microwave at a frequency of 450 MHz it is possible to control ALL aspects of human behaviour!
 
Microwave radiation excites the hydrogen bond in the cells and can interfere with meiosis, which leads to tumors.
 
All our emotions, moods, and thoughts have a specific brain frequency which has been catalogued. If these records fall into the wrong hands, our behaviour and attitudes can be manipulated by persons whose ethics and morals are not in our best interest.
 
Both military and intelligence agencies have been infiltrated with such persons. The Director of the Swiss Secret Service had to resign in September 1999 because of his agency's involvement in illegal arms deals and a plan to create an ORGANIZATION within the legal Secret Service.
 
This globally infiltrated organization has "octopus type" activities in all major intelligence services in the world, working together with the Mafia and terrorists. It has recruited people from all important government institutions, state and local administrations.
 
It owns Star Wars technology which is used against military and civilian populations, claiming it is "non-lethal" weaponry.
 
"Down and out" people, jobless, freed prisoners, mental outpatients, students and orphans are trained by this organization to harass, follow, and torture innocent people, who for whatever reason have been put on the organization's hit list. They are ALREADY in every apartment block!

Deception is the name of the game, so recruits are told untrue sinister stories of their victims to keep them motivated. They have a military order and get rewarded for their evil actions, which include Satanism, and symbols and yellow-orange-black colors. However, fresh recruits must wear pink - and the highest elite wears yellow ties with dark suits.
 
Even dashes of yellow or orange in their ties may signal their recruitment as well as yellow shirts or other objects with that color for signalling.
 
Too many world leaders fit into this signalling. However, it is quite possible they are only used as fronts for this global organization without any knowledge of it's criminal activity in the field against innocent people. Mass media and big industry are also infiltrated.
 
Who are the targets? Experimentation with soldiers and prisoners may continue, as well as handicapped children, mental patients, homosexuals and single women. They are still experimental guinea pigs for electronic and chemical warfare. But today ANYONE can become a target, even those who invented the system.
 
Researchers who find out about this secret radiation of the population become targets themselves.
 
The U.S. Senate discussed the issue on January 22, 1997. The U.S. Air Force's "Commando Solo" aircraft have been used to send subliminal radio frequency messages to manipulate even the minds of foreign nations in their elections. Haiti and Bosnia are a couple of recent examples.
 
In July 1994 the U.S. Department of Defense proposed the use of "non-lethal" weapons against anyone engaged in activities the DoD opposes. Thus opposing political views, economic competitors, counterculture individuals and so forth can be beamed to sickness or death.
 
The Psychiatric Diagnostic Statistical Manual (DSM) for mental disorders has been a brilliant cover up operation in 18 languages to hide the atrocities of military and intelligence agencies' actions towards their targets. THE MANUAL LISTS ALL MIND CONTROL ACTIONS AS SIGNS OF PARANOID SCHIZOPHRENIA.
 
If a target is under surveillance with modern technology via TV, radio, telephone, loudspeakers, lasers, microwaves, poisoned with mind altering drugs via airducts, giving familiar smells which cause headache, nausea and so forth, if he claims his clothes are poisoned, his food or tap water as well --- all medical schools teach their students that the person is paranoid, ESPECIALLY if he believes intelligence agencies are behind it all.
 
Never is the medical profession told that these are routine actions all over the world by intelligence agencies against their targets. Thus, victims of mind control are falsely considered mentally ill and get no help since they are not believed and their suffering is doubled by ignorant health professionals.
 
The unethical abuses of power by individuals in charge of biomedical telemetry are incomprehensible to normal people.
 
The goal of mind control is to program an individual to carry out any mission of espionage or assassination even against their will and self- preservation instict and to control the absolute behavior and thought patterns of the individual. The purpose of mind control is to disrupt memory, discredit people through aberrant behavior, to make them insane or to commit suicide or murder.
 
How is it possible that this technology is not stopped by political top authorities? They themselves will also be targets someday, a fact they have not always realized. How much are they involved?
 
This year the 1999 European Parliament in "Resolution on Environment, Security, and Forein Policy", in paragraphs 23, 24, and 27 calls for "non-lethal" weapons technology and development of new arms strategies to be covered and regulated by international conventions.
 
Also, it calls for an international convention introducing a GLOBAL BAN on all developments and deployments of weapons which might enable ANY FORM OF MANIPULATION OF HUMAN BEINGS.
 
Project HAARP in Alaska is a global concern, and calls for it's legal, ecological, and ethical implications to be examined by an international independent body before any further research and testing.
 
It is possible that the USA will ignore those resolutions. The dangers of non-lethal mind control weapons were already revealed in an expert meeting of the International Committee of the Red Cross in Geneva, in July 1994.
 
Only increased public awareness of the microchip implants, their frightful consequences to privacy by influencing of individuals' thoughts and actions, causing people to become biological robots with physical and emotional pain whenever the supercomputer technician so wishes, is enough reason to refuse to take the chip into your body for whatever reason.
 
It is the biggest threat to humanity and the most sinister plan to enslave the human race forever.
 
If you have a choice and want to remain a normal human being with privacy, do not have your children nor yourself implanted with a DNA microchip. Otherwise your vision, hearing, sensing, thoughts, dreams and subconscious will be influenced by an outsider, who does not have your best interests in mind.

Abstract

CLAIMS:
1. Contrail generation apparatus for producing a powder contrail having
maximum radiation
scattering ability for a given weight material, comprising:

a. an aerodynamic housing;
b. a jet tube means passing through said housing, said tube means having an inlet at a forward end of said housing and an exhaust at a rearward end thereof;
c. a powder storage means in said housing;
d. a deagglomeration means also in said housing;
e. means connecting said powder storage means with said deagglomeration
means for feeding
radiation scattering powder from said powder storage means to said deagglomeration means;
f. the output of said deagglomeration means dispensing directly into said jet tube means for
exhausting deagglomerated powder particles into the atmosphere to form a contrail; and
h. means for controlling the flow of said powder from said storage means to said deagglomeration means.

2. Apparatus as in claim 1 wherein said jet tube means is a ram air jet tube.
3. Apparatus as in claim 1 wherein an upstream deflector baffle is provided at the output of said
deagglomeration means into said jet tube means to produce a venturi effect for minimizing back
pressure on said powder feeding means.
4. Apparatus as in claim 1 wherein said deagglomerator means comprises:

a. means for subjecting powder particles from said powder storage means to a hammering action to aerate and precondition the powder; and
b. a jet mill means to further deagglomerate the powder into separate particles.

5. Apparatus as in claim 4 wherein pressurized gas means is provided for operating said
deagglomeration means.
6. Apparatus as in claim 1 wherein said radiation scattering powder
particles are titanium
dioxide pigment having a median particle size of about 0.3 microns.
7. Apparatus as in claim 1 wherein said radiation scattering powder
particles have a coating of extremely fine hydrophobic colloidal silica thereon to minimize interparticle cohesive forces.
8. Apparatus as in claim 1 wherein the formulation of said powder consists of 85% by weight of
TiO2 pigment of approximately 0.3 micron media particle size, 10% by weight of colloidal silica of
0.007 micron primary particle size, and 5% by weight of silica gel having an average particle size of 4.5 microns.
9. The method of producing a light radiation scattering contrail, comprising:

a. surface treating light scattering powder particles to minimize
interparticle cohesive forces;
b. deagglomerating said powder particles in two stages prior to dispensing into a jet tube
by subjecting said powder particles to a hammering action in the first stage to aerate and
precondition the powder, and by passing said powder through a jet mill in the second stage
to further deagglomerate the powder;
c. dispensing the deagglomerated powder from the jet mill directly into a jet tube for
exhausting said powder into the atmosphere, thus forming a contrail.

10. A method as in claim 9 wherein said light scattering powder particles is titanium dioxide pigment.
11. A method as in claim 9 wherein said powder particles are treated with a coating of extremely
fine hydrophobic colloidal silica to minimize interparticle cohesive forces.
12. A method as in claim 11 wherein said treated powder particles are further protected with a silica gel powder.

Background/Summary:

BACKGROUND

The present invention relates to method and apparatus for contrail generation and the like. An earlier known method in use for contrail generation involves oil smoke trails produced by injecting liquid oil directly into the hot jet exhaust of an aircraft target vehicle. The oil vaporizes and recondenses being the aircraft producing a brilliant white trail. Oil smoke trail production requires a minimum of equipment; and, the material is low in cost and readily available. However, oil smoke requires a heat source to vaporize the liquid oil and not all aircraft target vehicles, notably towed targets, have such a heat source. Also, at altitudes above about 25,000 feet oil smoke visibility degrades rapidly.

SUMMARY

The present invention is for a powder generator requiring no heat source to emit a "contrail" with sufficient visibility to aid in visual acquisition of an aircraft target vehicle and the like. The term "contrail" was adopted for convenience in identifying the visible powder trail of this invention. Aircraft target vehicles are used to simulate aerial threats for missile tests and often fly at altitudes between 5,000 and 20,000 feet at speeds of 300 and 400 knots or more. The present invention is also suitable for use in other aircraft vehicles to generate contrails or reflective screens for any desired purpose. The powder contail generator is normally carried on an aircraft in a pod containing a ram air tube and powder feed hopper. Powder particles, surface treated to minimize interparticle cohesive forces are fed from the hopper to a deagglomerator and then to the ram air tube for dispensing as separate single particles to produce a contrail having maximum visibility for a given weight material. Other object, advantages and novel features of the invention will become apparent from the following detailed description of the invention when considered in conjunction with the accompanying drawing.

FIG. 1 is a schematic sectional side-view of a powder contrail generator of the present invention.


DESCRIPTION OF PREFERRED EMBODIMENT

The powder contail generator in pod 10, shown in FIG. 1, is provided with a powder feed hopper 12 positioned in the center section of the pod and which feeds a powder 13 to a deagglomerator 14 by means of screw conveyors 16 across the bottom of the hopper. The deagglomerator 14 produces two stages of action. In the first stage of deagglomeration, a shaft 18 having projecting radial rods 19 in compartment 20 is rotated by an air motor 21, or other suitable drive means. The shaft 18 is rotated at about 10,000 rpm, for example. As powder 13 descends through the first stage compartment 20 of the deagglomeration chamber, the hammering action of rotating rods 19 serves to aerate and precondition the powder before the second stage of deagglomeration takes place in the jet mill section 22. In the jet mill 22, a plurality of radial jets 24 (e.g., six 0.050 inch diamter radial jets) direct nitrogen gas (at e.g., 120 psig) inward to provide energy for further deagglomeration of the powder. The N2, or other suitable gas, is provided from storage tanks 25 and 26, for example, in the pod.

The jet mill 22 operates in a similar manner to commercial fluid energy mills except that there is no provision for recirculation of oversize particles. Tests with the deagglomerator show that at a feed rate of approximately 11/2 lb/min, treated titanium dioxide powder pigment is effectively dispersed as single particles with very few agglomerates evident.

The nitrogen gas stored in cylinder tanks 25 and 26 is charged to 1800 psig, for example. Two stages of pressure reduction, for example, by pressure reduction valves 28 and 29, bring the final delivery pressure at the radial jets 24 and to the air motor 21 to approximately 120 psig. A solenoid valve 30 on the 120 psig line is connected in parallel with the electric motor 32 which operates the powder feeder screws 16 for simultaneous starting and running of the powder feed, the air motor and the jet mill deagglomerator.

Air enters ram air tube 34 at its entrance 35 and the exhaust from the jet mill deagglomerator passes directly into the ram air tube. At the deagglomerator exhaust 36 into ram air tube 34, an upstream deflector baffle 38 produces a venturi effect which minimizes back pressure on the powder feed system. The powder is then jetted from the exhaust end 40 of the ram air tube to produce a contrail. A pressure equalization tube, not shown, can be used to connect the top of the closed hopper 12 to the deagglomeration chamber 14. A butterfly valve could be provided at the powder hopper outlet 39 to completely isolate and seal off the powder supply when not in use. Powder 13 could then be stored in hopper 12 for several weeks, without danger of picking up excessive moisture, and still be adequately dispensed.

Preparation of the light scatter powder 13 is of a critical importance to production of a powder "contrail" having maximum visibility for a given weight of material. It is essential that the pigment powder particles be dispensed as separate single particles rather than as agglomerates of two or more particles. The powder treatment produces the most easily dispersed powder through the use of surface treatments which minimize interparticle cohesive forces. Titanium dioxide pigment was selected as the primary light scattering material because of its highly efficient light scattering ability and commercially available pigment grades. Titanium dioxide pigment (e.g., DuPont R--931) with a median particle size of about 0.3µ has a high bulk density and is not readily aerosolizable as a submicron cloud without the consumption of a large amount of deagglomeration energy. In order to reduce the energy requirement for deagglomeration, the TiO2 powder is specially treated with a hydrophobic colloidal silica which coats and separates the individual TiO2 pigment particles. The extremely fine particulate nature (0.007µ primary particle size) of Cobot S--101 Silanox grade, for example, of colloidal silica minimizes the amount needed to coat and separate the TiO2 particles, and the hydrophobic surface minimizes the affinity of the powder for absorbtion of moisture from the atmosphere. Adsorbed moisture in powders causes liquid bridges at interparticle contacts and it then becomes necessary to overcome the adsorbed-liquid surface tension forces as well as the weaker Van der Waals' forces before the particles can be separated.

The Silanox treated titanium dioxide pigment is further protected from the deleterious effects of adsorbed moisture by incorporation of silica gel. The silica gel preferentially adsorbs water vapor that the powder may be exposed to after drying and before use. The silica gel used is a powder product, such as Syloid 65 from the W. R Grace and Co., Davison Chemical Division, and has an average particle size about 4.5µ and a large capacity for moisture at low humidities.

A typical powder composition used is shown in Table 1. This formulation was blended intimately with a Patterson-Kelley Co. twin shell dry LB-model LB--2161 with intensifier. Batches of 1500 g were blended for 15 min. each and packaged in 5-lb cans. The bulk density of the blended powder is 0.22 g/cc. Since deagglomeration is facilitated by having the powder bone dry, the powder should be predried before sealing the cans. In view of long periods (e.g., about 4 months) between powder preparation and use it is found preferable to spread the powder in a thin layer in an open container and place in a 400°F over two days before planned usage. The powder is removed and placed in the hopper about 2 hours before use.

Other type powder compositions can also be used with the apparatus described herein. For example, various powder particles which reflect electromagnetic radiation can be dispensed as a chaff or the like from the contrail generator.

Obviously many modifications and variations of the present invention are possible in the light of the above teachings. It is therefore to be understood that within the scope of the appended claims the invention may be practiced otherwise than as specifically described.

Abstract: In conjunction with the DNA barium releases, Avefria I and II, an
experiment was undertaken to determine if radio communication was possible
off the base of a striated plasma created by these barium releases. A
transmitting station was set up to broadcast a steady signal at two HF
frequencies toward the base of the barium striations and two receiving
stations listened for signal returns on the two frequencies. (The chosen
geometry prevented reflections off the sides of the barium cloud from
affecting the experiment). One station heard substantial returns while the
other heard nothing. Data from the first station provide an estimate of the
reflection cross sections for the base of the striated barium cloud. The
negative result from the second station arises partly from limited
sensitivity of equipment but the upper limit on cross section was less than
that seen from the first station. This suggests a directional character for
the signal reflected from the base of the cloud.

described in U.S. Pat. No. 4,042,196 wherein a low energy ionized
gas, e.g., hydrogen, is released from a synchronous orbiting
satellite near the apex of a radiation belt which is
naturally-occurring in the earth's magnetosphere to produce a
substantial increase in energetic particle precipitation and,
under certain conditions, produce a limit in the number of
particles that can be stably trapped. This precipitation effect
arises from an enhancement of the whistler-mode and ion-cyclotron
mode interactions that result from the ionized gas or "cold
plasma" injection.

It has also been proposed to release large clouds of barium in
the magnetosphere so that photoionization will increase the cold
plasma density, thereby producing electron precipitation through
enhanced whistler-mode interaction.

However, in all of the above-mentioned approaches, the mechanisms
involved in triggering the change in the trapped particle
phenomena must be actually positioned within the affected zone,
e.g., the magnetosphere, before they can be actuated to effect
the desired change.

Barium


Barium is a chemical element. It has the symbol Ba, and atomic number 56. Barium is a soft silvery metallic alkaline earth metal. It is never found in nature in its pure form due to its reactivity with air. Its oxide is historically known as baryta but it reacts with water and carbon dioxide and is not found as a mineral. The most common naturally occurring minerals are the very insoluble barium sulfate, BaSO4 (barite), and barium carbonate, BaCO3 (witherite). Benitoite is a rare gem containing barium.

Notable characteristics

Barium is a metallic element that is chemically similar to calcium but more reactive. This metal oxidizes very easily when exposed to air and is highly reactive with water or alcohol, producing hydrogen gas. Burning in air or oxygen produces not just barium oxide (BaO) but also the peroxide. Simple compounds of this heavy element are notable for their high specific gravity. This is true of the most common barium-bearing mineral, its sulfate barite BaSO4, also called 'heavy spar' due to the high density.

Applications

Barium has some medical and many industrial uses:

* Barium compounds, and especially barite (BaSO4), are extremely important to the petroleum industry. Barite is used in drilling mud, a weighting agent in drilling new oil wells.
* Barium sulfate is used as a radiocontrast agent for X-ray imaging of the digestive system ("barium meals" and "barium enemas").
* Barium carbonate is a useful rat poison and can also be used in making bricks. Unlike the sulfate, the carbonate dissolves in stomach acid, allowing it to be poisonous.
* An alloy with nickel is used in spark plug wire.
* Barium oxide is used in a coating for the electrodes of fluorescent lamps, which facilitates the release of electrons.
* The metal is a "getter" in vacuum tubes, to remove the last traces of oxygen.
* Barium carbonate is used in glassmaking. Being a heavy element, barium increases the refractive index and luster of the glass.
* Barite is used extensively in rubber production.
* Barium nitrate and chlorate give green colors in fireworks.
* Impure barium sulfide phosphoresces after exposure to the light.
* Lithopone, a pigment that contains barium sulfate and zinc sulfide, is a permanent white that has good covering power, and does not darken in when exposed to sulfides.
* Barium peroxide can be used as a catalyst to start an aluminothermic reaction when welding rail tracks together. It can also be used in green tracer ammunition.
* Barium titanate was proposed in 2007[2] to be used in next generation battery technology for electric cars.
* Barium Fluoride is used in infrared applications.
* Barium is a key element in YBCO superconductors.

History

Barium (Greek barys, meaning "heavy") was first identified in 1774 by Carl Scheele and extracted in 1808 by Sir Humphry Davy in England. The oxide was at first called barote, by Guyton de Morveau, which was changed by Antoine Lavoisier to baryta, from which "barium" was derived to describe the metal.

Occurrence

Because barium quickly becomes oxidized in air, it is difficult to obtain this metal in its pure form. It is primarily found in and extracted from the mineral barite which is crystallized barium sulfate. Because barite is so insoluble, it cannot be used directly for the preparation of other barium compounds. Instead, the ore is heated with carbon to reduce it to barium sulfide[1]

The barium sulfide is then hydrolyzed or reacted with acids to form other barium compounds such as the chloride, nitrate, and carbonate.

Compounds

The most important compounds are barium peroxide, barium chloride, sulfate, carbonate, nitrate, and chlorate.

Isotopes

Naturally occurring barium is a mix of seven stable isotopes. There are twenty-two isotopes known, but most of these are highly radioactive and have half-lives in the several millisecond to several minute range. The only notable exceptions are 133Ba which has a half-life of 10.51 years, and 137mBa (2.55 minutes).

Precautions

All water or acid soluble barium compounds are extremely poisonous. At low doses, barium acts as a muscle stimulant, while higher doses affect the nervous system, causing cardiac irregularities, tremors, weakness, anxiety, dyspnea and paralysis. This may be due to its ability to block potassium ion channels which are critical to the proper function of the nervous system.

Barium sulfate can be taken orally because it is highly insoluble in water, and is eliminated completely from the digestive tract. Unlike other heavy metals, barium does not bioaccumulate.[2] However, inhaled dust containing barium compounds can accumulate in the lungs, causing a benign condition called baritosis.

Oxidation occurs very easily and, to remain pure, barium should be kept under a petroleum-based fluid (such as kerosene) or other suitable oxygen-free liquids that exclude air.

Barium acetate could lead to death in high doses. Marie Robards poisoned her father with the substance in Texas in 1993. She was tried and convicted in 1996.

High level contamination by natural and industrial sources of the alkali
earth metal, barium (Ba) has been identified in the ecosystems/workplaces
that are associated with high incidence clustering of multiple sclerosis
(MS) and other neurodegenerative diseases such as the transmissible
spongiform encephalopathies (TSEs) and amyotrophic lateral sclerosis (ALS).
Analyses of ecosystems supporting the most renowned MS clusters in
Saskatchewan, Sardinia, Massachusetts, Colorado, Guam, NE Scotland
demonstrated consistently elevated levels of Ba in soils (mean: 1428 ppm)
and vegetation (mean: 74 ppm) in relation to mean levels of 345 and 19 ppm
recorded in MS-free regions adjoining. The high levels of Ba stemmed from
local quarrying for Ba ores and/or use of Ba in
paper/foundry/welding/textile/oil and gas well related industries, as well
as from the use of Ba as an atmospheric aerosol spray for
enhancing/refracting the signalling of radio/radar waves along military jet
flight paths, missile test ranges, etc. It is proposed that chronic
contamination of the biosystem with the reactive types of Ba salts can
initiate the pathogenesis of MS; due to the conjugation of Ba with free
sulphate, which subsequently deprives the endogenous sulphated proteoglycan
molecules (heparan sulfates) of their sulphate co partner, thereby
disrupting synthesis of S-proteoglycans and their crucial role in the
fibroblast growth factor (FGF) signalling which induces oligodendrocyte
progenitors to maintain the growth and structural integrity of the myelin
sheath. Loss of S-proteoglycan activity explains other key facets of MS
pathogenesis; such as the aggregation of platelets and the proliferation of
superoxide generated oxidative stress. Ba intoxications disturb the
sodium-potassium ion pump--another key feature of the MS profile. The
co-clustering of various neurodegenerative diseases in these Ba-contaminated
ecosystems suggests that the pathogenesis of all of these diseases could
pivot upon a common disruption of the sulphated proteoglycan-growth factor
mediated signalling systems. Individual genetics dictates which specific
disease emerges at the end of the day.

A BILL

To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


SECTION 1. SHORT TITLE.


This Act may be cited as the `Space Preservation Act of 2001'.


SEC. 2. REAFFIRMATION OF POLICY ON THE PRESERVATION OF PEACE IN SPACE.

Congress reaffirms the policy expressed in section 102(a) of the National Aeronautics and Space Act of 1958 (42 U.S.C. 2451(a)), stating that it `is the policy of the United States that activities in space should be devoted to peaceful purposes for the benefit of all mankind.'.


SEC. 3. PERMANENT BAN ON BASING OF WEAPONS IN SPACE.


The President shall--



(1) implement a permanent ban on space-based weapons of the United States and remove from space any existing space-based weapons of the United States; and



(2) immediately order the permanent termination of research and development, testing, manufacturing, production, and deployment of all space-based weapons of the United States and their components.


SEC. 4. WORLD AGREEMENT BANNING SPACE-BASED WEAPONS.


The President shall direct the United States representatives to the United Nations and other international organizations to immediately work toward negotiating, adopting, and implementing a world agreement banning space-based weapons.


SEC. 5. REPORT.


The President shall submit to Congress not later than 90 days after the date of the enactment of this Act, and every 90 days thereafter, a report on--



(1) the implementation of the permanent ban on space-based weapons required by section 3; and



(2) progress toward negotiating, adopting, and implementing the agreement described in section 4.


SEC. 6. NON SPACE-BASED WEAPONS ACTIVITIES.


Nothing in this Act may be construed as prohibiting the use of funds for--



(1) space exploration;



(2) space research and development;



(3) testing, manufacturing, or production that is not related to space-based weapons or systems; or



(4) civil, commercial, or defense activities (including communications, navigation, surveillance, reconnaissance, early warning, or remote sensing) that are not related to space-based weapons or systems.


SEC. 7. DEFINITIONS.


In this Act:



(1) The term `space' means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.



(2)(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:




(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--





(I) firing one or more projectiles to collide with that object;





(II) detonating one or more explosive devices in close proximity to that object;





(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or





(IV) any other unacknowledged or as yet undeveloped means.




(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--





(I) through the use of any of the means described in clause (i) or subparagraph (B);





(II) through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or





(III) by expelling chemical or biological agents in the vicinity of a person.



(B) Such terms include exotic weapons systems such as--




(i) electronic, psychotronic, or information weapons;




(ii) chemtrails;




(iii) high altitude ultra low frequency weapons systems;




(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;




(v) laser weapons systems;




(vi) strategic, theater, tactical, or extraterrestrial weapons; and




(vii) chemical, biological, environmental, climate, or tectonic weapons.



(C) The term `exotic weapons systems' includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

ADDITIONAL PROTOCOL I: BAN ON THE USE OF METHODS AND MEANS OF WARFARE
THAT DAMAGE THE ENVIRONMENT
Protocol I of 1977 additional to the Geneva Conventions of 1949 applies to international armed conflict and contains two specific provisions for the protection of the environment. These provisions are clearly complementary to the ENMOD Convention in the event of armed conflict: while the Convention prohibits deliberate modification of the environment as a means
of warfare, Additional Protocol I prohibits attacks on the environment as such, regardless of the means used. Article 35, para. 3 of Additional Protocol I prohibits the use of "methods or means of warfare which are intended, or may be expected, to cause widespread, long-term and severe damage to the natural environment". Using the same language, Article 55 aims to protect the population, whose health and survival in the event of armed conflict could be endangered by damage to the environment. The article also prohibits attacks on the natural environment by way of reprisals. The Rome Statute of 1998 incorporates some of the prohibitions contained in Additional Protocol I. For instance, the future International Criminal Court will have jurisdiction in respect of war crimes that consist in "intentionally launching an attack in the knowledge that such attack will cause incidental [...] widespread, long-term and severe damage to the natural environment which would be clearly excessive in relation to the concrete and direct overall military advantage anticipated" (Article 8, para. 2 [b, iv]).

Space Based Laser [SBL]

The potential to intercept and destroy a missile over enemy territory soon after launch, rather than over friendly territory, makes the development of a boost phase intercept (BPI) capability very desirable. In concert with ground based theater missile defense (TMD) systems already under development, the U.S. continues to investigate BPI concepts for BMD systems.

The SBL program could develop the technology to provide the U.S. with an advanced BMD system for both theater and national missile defense. BMDO believes that an SBL system has the potential to make other contributions to U.S. security and world security as a whole, such as inducing potential aggressors to abandon ballistic missile programs by rendering them useless. Failing that, BMDO believes that the creation of such a universal defense system would provide the impetus for other nations to expand their security agreements with the United States, bringing them under a U. S. sponsored missile defense umbrella.

An SBL platform would achieve missile interception by focusing and maintaining a high powered laser on a target until it achieves catastrophic destruction. Energy for the sustained laser burst is generated by the chemical reaction of the hydrogen fluoride (HF) molecule. The HF molecules are created in an excited state from which the subsequent optical energy is drawn by an optical resonator surrounding the gain generator.

Lasers have been studied for their usefulness in air defense since 1973, when the Mid Infrared Advanced Chemical Laser (MIRACL) was first tested against tactical missiles and drone aircraft. Work on such systems continued through the 1980s, with the Airborne Laser Laboratory, which completed the first test laser intercepts above the earth. Initial work on laser based defense systems was overseen by the Defense Advanced Research Projects Agency (DARPA), but transferred to the newly created Strategic Defense Initiative Organization (SDIO) in 1984. Work continues today under the auspices of the BMDO, the successor to the SDIO.

The SBL program builds on a broad variety of technologies developed by the SDIO in the 1980s. The work on the Large Optics Demonstration Experiment (LODE), completed in 1987, provided the means to control the beams of large, high powered lasers. The Large Advanced Mirror Program (LAMP) designed and built a 4 meter diameter space designed mirror with the required optical figure and surface quality. In 1991, the Alpha laser (2.8 mm) developed by the SDIO achieved megawatt power at the requisite operating level in a low pressure environment similar to space. Numerous Acquisition, Tracking, and Pointing/ Fire Control (ATP/ FC) experiments both completed and currently underway will provide the SBL platform with stable aimpoints. Successes in the field of ATP include advances in inertial reference, vibration isolation, and rapid retargeting/ precision pointing (R2P2). In 1995 the Space Pointing Integrated Controls Experiment offered near weapons level results during testing.

Most recently, the Alpha LAMP Integration (ALI) program has performed integrated high energy ground testing of the laser and beam expander to demonstrate the critical system elements. The next step is an integrated space vehicle ground test with a space demonstration to conclusively prove the feasibility of deploying an operational SBL system.

Future plans include orbiting the SBL Readiness Demonstrator (SBLRD) in order to test all of the systems together in their intended working environment. Designs for the SBLRD satellite call for four major subsystems: the ATP system; providing acquisition, tracking, targeting, stabilization, and assessment capabilities; the laser device, providing the optical power, and beam quality, as well as maintains nozzle efficiency; the optics and beam control systems, enhancing and focus the beam, augmenting the capabilities of the laser device; and the space systems, providing a stable platform, storage of the reactants, and furnish electrical power (but do not power the laser).

The SBLRD is intended to demonstrate the capability to perform boost phase Theater Missile Defense from space. The objectives of the space demonstration include gaining performance information critical to the development of an operational SBL system, as well as gain a general understanding of operating such a system.

BMDO and the Air Force agreed to transfer the execution of the SBLRD project and the related SBL technology developments to the Air Force. BMDO retained overarching SBL architecture responsibilities.

Alpha High Energy Laser (HEL)

Megawatt class power levels were first achieved by the Mid-Infrared Advanced Chemical Laser (MIRACL) originally sponsored by the Navy, later by DARPA, and then by BMDO. Because the design was intended for sea level operation, the MIRACL laser does not achieve the optimum efficiency necessary for space-based operation. DARPA launched the Alpha laser program, with the goal of developing a megawatt level SBL that was scaleable to more powerful weapon levels and optimized for space operation. In this design, stacked cylindrical rings of nozzles are used for reactant mixing. The gain generation assembly achieves higher power by simply stacking more rings. In 1991, the Alpha laser demonstrated megawatt class power levels similar to MIRACL, but in a low pressure, space operation environment. Alpha demonstrates that multi-megawatt, space-compatible lasers can be built and operated.

Large Advanced Mirror Program (LAMP)

To demonstrate the ability to fabricate the large mirror required by an SBL, the Large Advanced Mirror Program (LAMP) built a lightweight, segmented 4 m diameter mirror on which testing was completed in 1989. Tests verified that the surface optical figure and quality desired were achieved, and that the mirror was controlled to the required tolerances by adaptive optics adjustments. This mirror consists of a 17 mm thick facesheet bonded to fine figure actuators that are mounted on a graphite epoxy supported reaction structure. To this day, this is the largest mirror completed for use in space. This LAMP segmented design is applicable to 10 m class mirrors, and the Large Optical Segment (LOS) program has since produced a mirror segment sized for an 11 m mirror. The large dimension of this LOS mirror segment approximates the diameter of the LAMP mirror

Beam Control- Large Optics Demonstration Experiment (LODE) and ALI

The ability to control a beam was demonstrated at low power under the Large Optics Demonstration Experiment (LODE) in 1987. The current high power beam control technology is now being integrated with the Alpha laser and the LAMP mirror in a high power ground demonstration of the entire high energy laser weapon element. This is known as the Alpha-LAMP Integration (ALI) program.

Acquisition, Tracking, Pointing (ATP)

The ATP technologies required (sensors, optics, processors, etc.) have been validated through a series of component and integrated testing programs over the last decade. In 1985, the Talon Gold brassboard operated sub-scale versions of all the elements needed in the operational ATP system including separate pointing and tracking apertures, an illuminator, an inertial reference gyro system, fire control mode logic, sensors and trackers. Talon Gold achieved performance levels equivalent to that needed for the SBL. In 1991, the space-borne Relay Mirror Experiment (RME), relayed a low-power laser beam from a ground site to low-earth orbit and back down to a scoring target board at another location with greater pointing accuracy and beam stability than needed by SBL. The technology to point and control the large space structures of the SBL was validated in 1993 by the Rapid Retargeting and Precision Pointing (R2P2) program that used a hardware test bed to develop and test the large and small angle spacecraft slewing control laws and algorithms. The Space Pointing Integrated Controls Experiment (SPICE) demonstrated in 1995 near weapon scale disturbance isolation of 60-80 db and a pointing jitter reduction of 75:1. In 1998, the Phillips-Laboratory-executed High Altitude Balloon Experiment, (HABE) will demonstrate autonomous end-to-end operation of the key ATP-Fire Control (FC) functions in a realistic timeline against actual thrusting ballistic missiles. HABE will use a visible low-power marker beam as a surrogate to the megawatt HF beam and measure beam pointing accuracy, jitter and drift against a fixed aimpoint on the target.



Current SBL planning is based on a 20 satellite constellation, operating at a 40° inclination, intended to provide the optimum TMD threat negation capability. At this degree of deployment, kill times per missile will range from 1 to 10 seconds, depending on the range from the missile. Retargeting times are calculated at as low as 0.5 seconds for new targets requiring small angle changes. It is estimated that a constellation consisting of only 12 satellites can negate 94% of all missile threats in most theater threat scenarios. Thus a system consisting of 20 satellites is expected by BMDO to provide nearly full threat negation.
